Data Center Projects in Williamson County, Texas
Last verified: October 27, 2026 · 4 tracked projects · 17 tracked records
Overview
Texas Data Center Watch tracks four data center projects in Williamson County.
Taylor Technology Campus (formerly Project Mustang), just east of the City of Taylor between FM 112 and US 79, is listed as approved (development agreement). Big Watt Digital and PowerHouse Data Centers propose 664 acres of data centers plus on-site power. The City made the project public Aug. 3, 2026; P&Z tabled it Aug. 18 for 90 days; developers withdrew their zoning and annexation application Sept. 3. On Oct. 2 the City published a proposed development agreement, which its project page describes as an agreement "to move forward with annexation and development" (closed-loop cooling with reclaimed water; noise capped at the greater of 65 dBA or pre-development level; 300–700 ft setbacks; developers to withdraw their TCEQ wastewater discharge permit application). Developers did not ask for tax abatements; the City projects $1.38B gross tax revenue over 20 years and $28.2M in community investments (City of Taylor). KUT describes the item as a deal to annex the site (KUT).
Oct. 8 vote: Item 6 on the council agenda was a development agreement under Section 212.172 of the Local Government Code for about 664.39 acres along FM 112 (agenda). The council approved it unanimously after about two hours of public comment, most of it opposed, according to the Taylor Press; KUT and the Wilco Liberty Project also report a unanimous vote, and CBS Austin reports it passed 5-0 (Taylor Press; KUT; Wilco Liberty Project; CBS Austin). Official minutes hadn't been posted as of this update. The agreement has a 20-year initial term that can be extended 15 years by mutual agreement. It requires the developer to submit a complete preliminary plat application by April 8, 2027 and to file a voluntary annexation petition no later than seven days after the plat is approved or conditionally approved (agenda packet). The vote did not annex the site, which remains in unincorporated Williamson County; annexation would be a later City action. The Taylor Press reports the project isn't receiving tax incentives or deferrals from the city or the county (Taylor Press).
Company plans (DCD, Oct. 15): Data Center Dynamics, attributing the developers' plans, reports up to 1 GW of data center capacity powered behind the meter by a new 750 MW natural gas plant, with first power targeted for the first half of 2028 and a first phase aiming for 500 MW (DCD). Those are company plans, not terms of the development agreement.
Skybox Hutto campus (Hutto 1–4), at 4200 and 3399 County Road 132 in Hutto, is listed as Registered (TDLR). TDLR has a filing for each building. Sizes are shown as each filing states them; they differ between filings:
- Hutto 1 (4200 CR 132): core/shell registered Oct. 19, 2023, est. $86M; square footage field 253,730 sq ft, while its scope text says 235,730 sq ft (TDLR). Initial improvements, 235,730 sq ft, est. $149M, registered Jan. 31, 2024 (TDLR); fit-out, 235,730 sq ft, est. $163M, registered Apr. 16, 2024 (TDLR).
- Hutto 2: core/shell, 235,730 sq ft, est. $78.3M, registered Apr. 3, 2024 (TDLR); fit-out, 234,820 sq ft, est. $125M, registered Aug. 28, 2025 (TDLR); fit-up, 234,820 sq ft, est. $470M, registered Sept. 19, 2025 (TDLR).
- Hutto 3 (3399 CR 132): core/shell, 492,350 sq ft, est. $283,046,463, registered May 10, 2024 (TDLR).
- Hutto 4 (3399 CR 132): core/shell, 846,300 sq ft (its scope text describes about 844,300 sq ft of data center plus about 20,000 sq ft of office), est. $550M, registered Sept. 30, 2026; start Jan. 20, 2027, completion Oct. 30, 2028 (TDLR).
The core/shell filings list future data center use. TDLR lists owners Hutto Data Center Campus, LLC (Hutto 1, 2 and 4) and Hutto Data Center 3, LLC (Hutto 3). Hoodline calls the campus owner a Prologis affiliate and, citing DCD, reports a planned 600 MW of IT capacity across 3.88 million sq ft; it cites The Real Deal (July 2023) for a cumulative $5B–$10B investment across up to six buildings (Hoodline). Those figures come from Hoodline, not from TDLR.
Hutto rezoning (Oct. 1): The Hutto City Council approved 6-0 (Councilwoman Corina Zepeda absent) rezoning a roughly 140-acre parcel in the Hutto Megasite as a planned unit development allowing a data center and power station, on condition that the developer use closed-loop cooling, follow Hutto land development codes and pay local sales taxes on all construction and power generation (Taylor Press). OpenTexas, a third-party civic site, lists the item as "Skybox Data Center (Project SQL)" approved 6-0 (OpenTexas). The Taylor Press reports that the Hutto EDC owns the 140 acres; that Skybox and Prologis have a purchase agreement for it that expires in February; that no tenant has signed; and that the second phase, formerly Project Sequel, is now called Hutto Data Center Campus East. It quotes Skybox's chief development officer describing the next phase as Skybox's fifth and sixth Megasite data centers and saying securing power may take another two years (Taylor Press). No source Texas Data Center Watch has opened ties the 140 acres to any of the Hutto 1–4 TDLR filings, so they aren't linked here.
A separate Apr. 14, 2026 TDLR filing titled "Hutto Data Center Building - 3" (3300 County Rd 132, Building 3; owner Hutto Data Center 3 LLC, Denver; a $900K interior fit-out of an existing two-story, 503,000 sq ft data center) doesn't name Skybox. Its site address, owner address and size differ from Skybox Hutto 3's, though it lists the same owner phone and contact as the Hutto 2 fit-out filings (TDLR). Texas Data Center Watch doesn't link it to Skybox.
Added since the Oct. 16 page update:
- Colovore Hutto data center, Hutto (2401 Innovation Boulevard, per TDLR): listed as registered (TDLR). Developer, per the tracker: Colovore (TDLR owner Colovore Austin 1, LLC) (TDLR TABS).
- Sabey Austin Building B data halls (Round Rock), Round Rock (1300 Louis Henna Blvd., per TDLR): listed as existing campus; new data halls registered (TDLR). Developer, per the tracker: Sabey Data Centers (TDLR owner) (TDLR TABS 1 · TDLR TABS 2).
Note: "registered" means a state accessibility (TDLR) building registration, not an environmental permit.

What's next
These dates come from the tracker. Texas Data Center Watch has no recorded upcoming Williamson County hearings or votes on data centers.
- Apr. 8, 2027: Deadline for the Taylor Technology Campus developer to submit a complete preliminary plat application; a voluntary annexation petition is due within seven days of plat approval (agenda packet).
- Statewide permit pause: Under the Governor's Sept. 21 order halting permits sought by data centers (Governor's office), TCEQ sent its Oct. 19 compliance letter: it says permits for infrastructure directly supporting data centers are paused, pending applications are being screened, and claimed authorizations are suspended where possible (TCEQ letter). The Texas Tribune reported Oct. 20 that TCEQ says stormwater permits flagged by Public Citizen were suspended (Texas Tribune). On Oct. 21 TCEQ posted that its STEERS e-filing system for automatic authorizations is temporarily shut down so staff can check whether applications relate to data centers (TCEQ STEERS notice); the Texas Tribune reports a spokesman said applications must be physically provided (Texas Tribune, Oct. 21). The tracker doesn't show whether any project in Williamson County has a pending TCEQ permit.
- Oct. 30, 2028: Scheduled completion of Skybox Hutto 4, per its TDLR registration (TDLR).
