Last verified: October 27, 2026 · 3 tracked projects · 3 tracked records
Overview
Texas Data Center Watch tracks three data center projects in Pecos County, all near Fort Stockton.
GW Ranch AI campus and GW Ranch Energy Center: Amazon confirmed in August 2026 that it owns the campus site (Cleanview), which Pacifico Energy describes as more than 8,000 acres (Pacifico). On Jan. 21, 2026, TCEQ issued construction permit 181033 and permits PSDTX1672 and GHGPSDTX255 to Pacifico GW LLC for the GW Ranch Energy Center; TCEQ received the application on Aug. 4, 2025 (TCEQ). TCEQ's preliminary determination describes a 5,000 MW nominal plant with 35 simple-cycle turbines, according to Data Center Knowledge (DCK). Pacifico says the permit covers up to 7.65 GW of gross gas generation and cites a pathway to more than 5 GW (Pacifico). Allowable emissions are about 33 million tons of CO2e a year, a maximum rather than a forecast (DCK; Cleanview). The plant will initially run off-grid (Cleanview).
Pecos County Data Center (Amazon): On Aug. 4, 2026, Amazon Data Services registered three data center buildings (A, B and C) at 6000 TX-18 in Fort Stockton with the state (TDLR TABS). Each is 189,060 sq ft at an estimated cost of $300M, with an Aug. 1, 2026 start and a Dec. 1, 2026 completion (TDLR A; TDLR B; TDLR C; DCD). Texas Data Center Watch has not established whether it is related to GW Ranch.
Project Horizon (Poolside) is listed as paused. After its CoreWeave deal fell apart, Poolside sought new partners, including Google, for the 2 GW plan (DCD). Restart talks with Google are reported to be no longer active (Finimize).
Note: "registered" means a state accessibility (TDLR) building registration, not an environmental permit.

What's next
These dates come from the tracker. Texas Data Center Watch has no recorded upcoming Pecos County hearings or votes on data centers.
- Dec. 1, 2026: Scheduled completion of Amazon's Pecos County Data Center Buildings A–C, per their TDLR registrations (TDLR).
- Statewide permit pause: Under the Governor's Sept. 21 order halting permits sought by data centers (Governor's office), TCEQ sent its Oct. 19 compliance letter: it says permits for infrastructure directly supporting data centers are paused, pending applications are being screened, and claimed authorizations are suspended where possible (TCEQ letter). The Texas Tribune reported Oct. 20 that TCEQ says stormwater permits flagged by Public Citizen were suspended (Texas Tribune). On Oct. 21 TCEQ posted that its STEERS e-filing system for automatic authorizations is temporarily shut down so staff can check whether applications relate to data centers (TCEQ STEERS notice); the Texas Tribune reports a spokesman said applications must be physically provided (Texas Tribune, Oct. 21). TCEQ issued GW Ranch Energy Center's air permits on Jan. 21, 2026, before the pause (TCEQ).
