Overview
Texas Data Center Watch tracks one data center project in Jack County. This page was added on Nov. 2, 2026, after the tracker's Nov. 1 update.
CyrusOne Jack County campus (C1 Jack I LLC). The Graham Leader reports a proposed $600 million, 144 MW data center on 250 acres in southeastern Jack County along Highway 199 and FM 2210; the abatement would require two buildings, and the site is master planned for six (Graham Leader). CyrusOne says the site is in Perrin-Whitt CISD, initial power would come from on-site natural gas generation with a grid connection in 2029 or later, and it does not use local water for cooling (company) (CyrusOne community update).
County tax abatement (pending). On Jan. 12, 2026, the Commissioners Court voted 4-0 to receive the tax abatement agreement for C1 Jack I LLC (Jack County minutes). A June 8 reinvestment zone and abatement hearing was pulled because notice wasn't published in the newspaper of record (Graham Leader). CyrusOne says the proposed abatement was revised from 30% to 15% of county property taxes for 10 years, with full school taxes to Perrin-Whitt CISD (company) (CyrusOne community update). The tracker has found no court vote on the abatement in the minutes it opened.

Recorded benefits and concerns (CyrusOne Jack County data center campus (C1 Jack I LLC)):
- Benefits: Abatement covers county taxes only; full school taxes to Perrin-Whitt CISD; guaranteed minimum annual payment (PILOT); 50% local construction hiring requirement (CyrusOne)
- Concerns: Residents asked why an abatement is needed (Graham Leader); a public comment argues the application is invalid because C1 Jack I LLC registered with the Texas Secretary of State on Jan 19 2026, after the Jan 12 acceptance (resident comment in county record)

What's next
These dates come from the tracker. Texas Data Center Watch has no recorded upcoming Jack County hearings or votes on data centers.
- Statewide permit pause: Under the Governor's Sept. 21 order halting permits sought by data centers (Governor's office), TCEQ sent its Oct. 19 compliance letter: it says permits for infrastructure directly supporting data centers are paused, pending applications are being screened, and claimed authorizations are suspended where possible (TCEQ letter). The Texas Tribune reported Oct. 20 that TCEQ says stormwater permits flagged by Public Citizen were suspended (Texas Tribune). On Oct. 21 TCEQ posted that its STEERS e-filing system for automatic authorizations is temporarily shut down so staff can check whether applications relate to data centers (TCEQ STEERS notice); the Texas Tribune reports a spokesman said applications must be physically provided (Texas Tribune, Oct. 21). When re-checked Oct. 29, TCEQ's STEERS page still said e-filing was down and that TCEQ expects the staff-review change to be done in mid-November (TCEQ STEERS page). The tracker doesn't show whether any project in Jack County has a pending TCEQ permit.
