Overview

Texas Data Center Watch tracks three data center projects in Caldwell County.

Caldwell Valley Technology Park, north of Lockhart, developed by Tract, is listed as proposed / in development. On Jan. 13, 2026, Tract said it had added 1,458 acres to its existing 1,515-acre park, bringing it to about 3,000 acres. Tract's capacity claims vary within the same release: its subhead says the property can support "up to 4GW," while the body says "more than 4GW." Tract says the first 250 MW is contracted for delivery in Q1 2028 (Tract). These are company claims. The county's official recap of its March 12, 2026 data center workshop says Tract is developing a master-planned, 3,000-acre campus north of Lockhart with "over 4GW capacity" (Caldwell County recap).

Prime Data Centers Caldwell County facility is listed as proposed / in development. The same March 12 county recap says Prime is planning a separate 206-acre facility still in economic development negotiations with the county (Caldwell County recap). An Oct. 8, 2026 agenda packet bill list includes engineering invoices labeled "Prime Data Center AUS01"; the scope is not stated (agenda packet).

Separately, on May 14, 2026, the Commissioners Court adopted Resolution 29-2026 on data centers in Texas. It is statewide in scope and doesn't name Tract or Prime. It opposes high-water-use cooling in water-constrained regions, urges state reporting requirements, and asks the Legislature to give counties and municipalities authority over data center land use (Resolution 29-2026).

Added since the Oct. 16 page update:

What's next

These dates come from the tracker. Texas Data Center Watch has no recorded upcoming Caldwell County hearings or votes on data centers.

  • Q1 2028: Tract says the first 250 MW at Caldwell Valley Technology Park is contracted for delivery (Tract).
  • Statewide permit pause: Under the Governor's Sept. 21 order halting permits sought by data centers (Governor's office), TCEQ sent its Oct. 19 compliance letter: it says permits for infrastructure directly supporting data centers are paused, pending applications are being screened, and claimed authorizations are suspended where possible (TCEQ letter). The Texas Tribune reported Oct. 20 that TCEQ says stormwater permits flagged by Public Citizen were suspended (Texas Tribune). On Oct. 21 TCEQ posted that its STEERS e-filing system for automatic authorizations is temporarily shut down so staff can check whether applications relate to data centers (TCEQ STEERS notice); the Texas Tribune reports a spokesman said applications must be physically provided (Texas Tribune, Oct. 21). The tracker doesn't show whether any project in Caldwell County has a pending TCEQ permit.
