Data Center Projects in Archer County, Texas

Last verified: October 27, 2026 · 1 tracked project · 7 tracked records

Overview

Texas Data Center Watch tracks one data center project in Archer County: Project Raptor, a proposed Google data center campus off Three Way Road near Wichita Falls. It is listed as proposed (county denied tax abatement).

Company plans: Slides and an FAQ posted on the county's website in April 2026 describe about 2,800 acres and four planned buildings. Google requested 1,000 MW, subject to ERCOT approval, with a small initial portion hoped for in 2028 and the rest in 2031. The slides estimate $1B in capital investment and 50 new direct jobs. The FAQ says maximum daily water use would be 32,000 gallons using closed-loop air-cooled chillers (company FAQ; company slides; county data center page). These are company claims.

Abatement denied: On June 22, 2026, the Commissioners Court unanimously denied the Chapter 312 application for tax abatement and reinvestment zone dated June 3, 2026, submitted by Michael Monfort, Manager of Dynamo. Residents at the hearing opposed the abatement and raised road, water-rate and land-use concerns (minutes).

Wastewater permits: TCEQ received Dynamo Ventures LLC's application WQ0017005001 on June 9, 2026, to discharge up to a 95,000 gallon-per-day average of treated domestic wastewater to an unnamed tributary of Pecan Creek, then Lake Wichita; TCEQ's notice says the Executive Director found it administratively complete (TCEQ notice). A companion land-application permit, WQ0016998001, would dispose of the same volume by evaporation on 4 acres until the discharge permit is approved (TCEQ application file). Both were filed before the Governor's Sept. 21, 2026 directive to TCEQ.

County resolutions (official): On Sept. 28, 2026, the court adopted two resolutions, filed Sept. 29 (agenda). One opposes both wastewater permits for the "Project Raptor" data center proposed by Dynamo Ventures LLC on a 2,800-acre site near 3-Way Road and asks TCEQ to hold a public meeting in Archer County (resolution). The other asks TCEQ to reevaluate City Concrete, Inc.'s air standard permit registration 183845L001 for a concrete batch plant near 3-Way Road, which the resolution says is "believed to be associated with a proposed data center project" (resolution). That batch plant registration belongs to City Concrete, not Dynamo. Archer County News and the Times Record News reported the resolutions as tied to the Google project (Archer County News; Times Record News via Galveston Daily News). The Sept. 28 minutes hadn't been posted as of Oct. 12. TCEQ's pending wastewater applications list includes WQ0017005001, and Texas Data Center Watch found no TCEQ reply to the public-meeting request (TCEQ pending applications).

Who is behind it: The Google attribution comes from the company slides and FAQ posted on the county site. The abatement applicant was Dynamo, and the TCEQ wastewater applicant is Dynamo Ventures LLC. On file with TCEQ, the applications list a Dynamo Ventures permitting contact with a google.com email address, and their engineering drawings carry file paths under "Google Data Centers" (TCEQ application file). That is what the filings show; it isn't proof of ownership, and no Google statement Texas Data Center Watch has opened names Dynamo.

What's next

These dates come from the tracker. Texas Data Center Watch has no recorded upcoming Archer County hearings or votes on data centers.

  • Statewide permit pause: Under the Governor's Sept. 21 order halting permits sought by data centers (Governor's office), TCEQ sent its Oct. 19 compliance letter: it says permits for infrastructure directly supporting data centers are paused, pending applications are being screened, and claimed authorizations are suspended where possible (TCEQ letter). The Texas Tribune reported Oct. 20 that TCEQ says stormwater permits flagged by Public Citizen were suspended (Texas Tribune). On Oct. 21 TCEQ posted that its STEERS e-filing system for automatic authorizations is temporarily shut down so staff can check whether applications relate to data centers (TCEQ STEERS notice); the Texas Tribune reports a spokesman said applications must be physically provided (Texas Tribune, Oct. 21). TCEQ received Dynamo Ventures' wastewater applications (WQ0017005001 and WQ0016998001) on June 9, 2026, before the Governor's directive; Archer County formally opposes them and has asked for a public meeting. The tracker doesn't record a TCEQ decision.
